Basically what we see is an hour and a half of poorly organized archive footage blaming white people for struggles in the black community. We also see former users and former drug dealers not taking responsibility for their poor actions and decisions that ruined the lives of many people, even the white ones that weren't mentioned. By the end you get the feeling that their is an agenda being placed on the viewer.

devoid of the real issues
Lacked Objectivity on some Issues
It initially was pretty good, but I thought it ended up pushing too much of an Agenda on the issue of the Contra Deal. Yes, the CIA did sold Arms to Iran to fund buy Weapons for the Contras which allowed Drug deliveries from Nicaragua to the US, but it was not by far the main source of Cocaine for Crack in the US. Saying so or making it look like it just meant too much bias to make People think a certain way about an issue. The Documentary also did not discuss too much the Scientific aspects of Crack, like what its physical effects on People, etc.
Repetitive, one-sided, ill informed echo chamber
You'd do well to avoid, particularly given there is so much better out there on Netflix on similar topics.
